The applicant has agreed to implement all recommended conditions of approval as <br />shown in Exhibit B. Staff and the Planning Commission believe that the project, as <br />conditioned, is well designed. <br />After the Planning Commission's meeting, the applicant has made several modifications <br />to the project: (1) the width of the common driveway aisle was reduced from the <br />proposed 25 feet to 20 feet; as a result, the private court yard area for each home has <br />been enlarged; (2) the landscaping plan has been enhanced as additional trees have <br />been added; and (3) the setback for the unit fronting Vine Street has been increased <br />from the originally proposed 10 feet to 16 feet so that the driveway has the depth to <br />accommodate off-street parking. <br />The Planning Director has determined that the modifications are minor to the proposal <br />that was reviewed by the Planning Commission. The Planning Director has found that <br />the proposed modifications have fine-tuned the proposed project. <br />PLANNING COMMISSION RECOMMENDATION <br />By a vote of 3 to 0, the Planning Commission recommended approval of the project, <br />subject to the conditions shown in Attachment 1. <br />HOUSING COMMISSION RECOMMENDATION <br />The Housing Commission reviewed the proposed Affordable Housing Agreement (AHA) <br />at its meeting of February 21, 2008. The Commission lauded the developer for his <br />willingness to meet the IZO requirement by providing an actual housing unit (rather than <br />paying the in-lieu fee) and approved the AHA as recommended by staff with an <br />additional requirement that the floor plan for the affordable unit be modified to include <br />an additional bathroom on the first floor for approval by staff. Mr. Aminian has agreed to <br />the modification. <br />RECOMMENDATION <br />1. Find that the proposed PUD development plan is consistent with the General <br />Plan and purposes of the PUD ordinance; <br />2. Make the Planned Unit Development findings as identified in the attached <br />Planning Commission staff report; <br />3. Introduce the attached draft ordinance approving Case PUD-71, subject to the <br />conditions of approval (Attachment 1); and <br />4. Approve the attached draft Affordable Housing Agreement (Attachment 7). <br />FINANCIAL STATEMENT <br />The project is an infill development that will connect to existing infrastructure. The <br />applicant will be providing all additional site improvements related to connections to <br />existing facilities and will replace any damages in kind. The project will pay all City fees, <br />and the City will receive its share of property tax increases resulting from the <br />development of the site and sale of the units.
