Attached is a chart showing conformance with the above criteria as of 10/1/07, to the best of our knowledge.
There may be jurisdictions that have adopted ordinances or policies of which we are not yet aware.
Specifically, in terms of the City of Pleasanton, following is a more detailed status review of these eligibility
criteria:
• Residential Food Scraps Collection:
• Formal adoption of a 75% diversion goal
0
®°
• Adoption of C&D Debris Diversion Ordinance applicable to private as well as to civic projects.
Ordinance must apply to all projects over a specified threshold (sq. ft. or $$) and must require
minimum diversion of 50% of all debris generated.
• Adoption of qualifying Civic Green Building Ordinance onditiona
In order to qualify, a Civic Green Building Ordinance must require certification of LEEDTM rating by
the U. S. Green Building Council (USGBC) or verification of GreenPoint Rated score by Build It
Green, for civic or public/private partnership projects above some specified threshold, per the
attached model ordinance. Independent third-party verification is a required element of a qualifying
ordinance. The City's Green Building Ordinance does not state that the LEED rating for covered
City-sponsored projects will be certified through the USGBC. Please submit a letter from the City
Manager clarifying that the City will be certifying all City covered projects through the USGBC. All
civic projects are eligible to receive free design assistance and grants for LEED-certified projects,
which will partially offset the cost of certification through the U.S. Green Building Council.
• Adoption of qualifying Civic Bay Friendly Landscaping Ordinance
In order to qualify, a Civic Bay Friendly Landscaping Ordinance must apply to all jurisdiction-
sponsored projects over a specified threshold and meet or exceed the most recent minimum Bay
Friendly Landscape Scorecard points as set by StopWaste.Org. It is recommended that compliance
be verified by Bay Friendly Landscaping staff or designee.
StopWaste.Org offers technical assistance to municipal staff in developing and adopting qualifying
ordinances. We also provide Green Building and Bay-Friendly Landscaping technical assistance and grants
to design and construct civic projects. We look forward to assisting Pleasanton staff in preparing and
presenting the required ordinances or policies.
Please don't hesitate to contact me or Tom Padia, Recycling Director, at (510) 891-6500 with any questions,
concerns, or requests for assistance in meeting the Import Mitigation Funding eligibility criteria. We look
forward to working with you and your jurisdiction in moving our County forward toward 75% diversion and
sustainable resource use.
Sincerely,
Karen Smith
Executive Director
cc: TAC representative
WMA Board member
Attachments: Criteria Conformance Chart
Chart of Recent Member Agency Allocations
Model 75% Diversion Goal Resolution
Model Construction & Demolition Debris Diversion Ordinance
Model Civic Bay Friendly Landscaping Ordinance
