Box 520 <br />Pleasanton, CA 94566 <br />Subject: Conformance with Waste Import Mitigation Funding Guidelines <br />Dear Mr. Fialho: <br />As part of the FY 2007/2008 budget the Waste Management Authority adopted <br />guidelines for the Waste Import Mitigation funding that each year is passed through <br />to the member agencies to augment waste reduction efforts and to help Alameda <br />County meet the "75% and beyond" diversion goals in our County Charter and <br />Integrated Waste Management Plan. The adopted guidelines are as follows: <br />• Commit to $1,100,000 of annual pass through funding for the next three years, <br />through FY 09/10 (a 10% increase over past annual disbursements - a chart of <br />past allocations is attached). <br />• Leave unchanged the current policies regarding the allocation formula, the <br />expenditure and the accumulation of the funds. <br />• Adopt the following eligibility criteria: <br />In FY 07/08, no change to eligibility criteria from current policies (i.e. all <br />jurisdictions eligible). <br />In FY 08/09, as of 7/1/2008 a jurisdiction would need to have 4 of the <br />following 5 measures in place: <br />• Residential food scraps co-collected curbside with plant debris <br />for composting <br />• Formal adoption of a 75% diversion goal, per a model <br />resolution to be developed by StopWaste.Org (attached) <br />• C&D Debris Diversion Ordinance applicable to private <br />projects as well as to civic projects (model attached) <br />• Civic Green Building Ordinance (combined model attached) <br />• Civic Bay Friendly Landscaping Ordinance (model ordinance <br />combined with Civic Green Building) <br />To be eligible for funding in FY 09/10, a jurisdiction would need to have all <br />of the above in place as of 7/1/09. Funds withheld from any ineligible <br />jurisdiction would be allocated to the remaining eligible ones <br />• Top-performing jurisdictions may appeal to the Authority Board for an <br />exemption from the eligibility criteria. <br />i'r"~ Recycled Paper <br />
