19. That the developer shall replace the existing curb and gutter <br />and the exiting sidewalk along the St. John Street frontage <br />of this development unless otherwise approved by the City <br />Engineer. The back edge of the new 5' wide sidewalk shall be <br />at property line. <br />20. That the developer shall reconstruct St. John Street from the <br />west curb return on St. John Street to the end of the street <br />near the Union Pacific Railroad. St. John Street shall <br />terminate in a standard City cul-de-sac (45' radius to <br />property line). Final location of the cul-de-sac is subject <br />to Union Pacific Railroad approval, and grant of <br />right-of-way. Any in-lieu payments for street improvements <br />received from projects on the south side of this section of <br />St. John Street shall be paid to the developer subject to the <br />terms of any reimbursement agreement. <br />21. That the developer shall design and construct a joint storm <br />drain system from the St. John Street cul-de-sac to the <br />Arroyo del Valle through the westerly drive of the project; <br />City will reimburse developer for any storm drain work that <br />is beyond the developer's normal responsibility; the extent <br />of the developer's obligation shall be determined prior to <br />the recordation of the final map. <br />22. That if growth manaemetn approval for this project had not <br />been secured within two years from fdte ofdevelopment plan <br />approval, the development plan approval shall lapse. <br />23. That a final landscaping plan shall be submitted to the <br />Planning Director for review and approval; such a plan shall <br />include tyrees species compatible with the St. John Street <br />and central core streetscape. <br />24. That the structures be demolished and the subject property be <br />cleared, subject to the satisfaction of the Chief Building <br />Inspector no later than November 1, 1987. <br />25. That this development isrecommended toapproval subject to all <br />of the Standard Conditions of Development except for <br />Conditions No. 14, 23, 25, 29, 31 and 46. <br />/// <br />
