4. That if this project is constructed prior to the <br />remainder of the Gateway Square retail complex, <br />satisfactory access to the restaurant shall be <br />provided subject to the satisfaction and approval <br />of the City Engineer, Planning Director, and the <br />Fire Department. <br />5. That the applicant shall apply for and be issued <br />all applicable City permits for the restaurant <br />prior to its construction. <br />Section 2.
