Resolution No. PC-87-25 March 11, 1986 30. That the developer submit detailed landscape and irrigation plans as part of the improvement plans. These plans should include, where applicable, a street tree planting plan and landscape plans for medians, buffer strips, and any right-of-way landscape areas. The irrigation system shall provide automatic controls. 31. That any damage to street improvements now existing or done during construction on the subject property be repaired to the satisfaction of the City Engineer at full expense to the developer. This shall include slurry seal, overlay, or street reconstruction if deemed warranted by the City Engineer. SPECIAL CONDITIONS OF APPROVAL 32. The Bernal Avenue street configuration from Kottinger Drive south to the proposed East Angela Street intersection with Bernal Avenue shall be a four lane divided street. Final design shall be subject to approval of the City Engineer. 33. The "Typical Section - Bernal Avenue" as shown on the proposed Tentative Map shall be revised as follows: The curb to curb width shall be increased from 24' to 29.5' wide to allow for 5' wide on street bike lanes and a 12.5' wide median curb lane. The face of curb to right-of-way line distance shall be decreased from 10' to 5' wide. North of "A" Street, Bernal Avenue shall have a 5' wide sidewalk and an 8' P.S.E. on each side. South of "A" Street, Bernal Avenue shall have a 5' wide sidewalk and an 8' P.S.E. on the west side and an 8' P.S.E. without sidewalk on the east side. Both sides of Bernal Avenue shall be signed for "No Parking." 34. All water system mains, valves, and hydrants; all storm drain mains and manholes; and all sanitary sewer mains and manholes within this development shall be public, be maintained by the City, and be in a public street or approved public service easement. An access road, paved to the satisfaction of the City Engineer, and within a public service easement, shall be provided to all manholes and valves. This service access may be combined with an emergency access route or pedestrian pathway and shall be maintained by the homeowner's association. 35. The developer shall cause an engineering study to be performed, to the satisfaction of the City Engineer, to determine if there is adequate sanitary sewer capacity in the existing Bernal/Kottinger/Spring St./Main St./St.John St. system to convey the additional loading from Kottinger Ranch and future extensions to the east. The means necessary to correct any deficiencies, which may be determined by this this study, shall be resolved, to the satisfaction of the City Engineer, prior to City Council approval of the first final map for this development.
