BACKGROUND <br />The Kolb family has historic roots in both the cities of Pleasanton and Dublin dating back <br />to the 1880's. Phillip Kolb was a major business and community leader in Pleasanton at <br />that time, and around 1904, Phillip's brother, George Kolb, established the family farm on <br />350 acres on Dublin Canyon Road. The property included land which overlapped what is <br />now the two cities, before construction of Highway 50 and later I-580. <br />More recently, the portion of the Kolb property within Pleasanton received PUD <br />development plan approval fora 12-lot single family residential development on the <br />south side of Dublin Canyon Road, adjacent to the Preserve development. As part of <br />that PUD, a 5.2 acre site adjacent to Dublin Canyon Road containing the structures <br />remaining from Kolb Ranch was conceptually approved for a future senior care facility. <br />The existing structures were not required to be retained, and a separate PUD <br />development plan would need to be approved before the senior care facility could be <br />built. <br />DISCUSSION <br />The City of Dublin is establishing the Dublin Historic Park on property located at Dublin <br />Boulevard and Donlon Way, the site of the former Dublin Square Shopping Center. This <br />project was defined in the Dublin Historic Park Master Plan, adopted by the Dublin City <br />Council in 2006-2007. A proposed addendum to the Master Plan (attached) calls for <br />relocating structures from the Kolb Ranch in Pleasanton to the Historic Park in Dublin, <br />once the site of old Dublin Village. A study prepared for the City of Dublin by Kelley & <br />VerPlanck Historical Resources Consulting found that "there is a significant interpretative <br />benefit to relocating at least three of the Kolb Ranch structures because they will create <br />an 'ensemble' that reproduces the historic relationships among buildings that <br />characterized the home ranch of rural California." At its meeting of March 4, 2008, the <br />Dublin City Council chose to relocate five of the ranch buildings to its historic park: two <br />residences, two barns, a pumphouse, and potentially other small structures would be <br />moved onto the park. <br />The concept of relocating buildings from the Pleasanton Kolb property to Dublin's <br />Historic Park was discussed at the City of Pleasanton -City of Dublin Liaison Committee <br />meeting of March 5, 2008. Mayor Lockhart and Dublin staff discussed the concept with <br />Council members Thorne and Cook-Kallio and Pleasanton staff, including the process for <br />relocating the buildings. The Pleasanton Council members present were supportive of <br />the idea. <br />Staff sees no issues in allowing Dublin to relocate the buildings. The buildings were not <br />required to be retained as part of the Kolb PUD development plan, and the buildings are <br />not on Pleasanton's list of historic structures. From that perspective, the City of Dublin <br />would address historic preservation issues through its environmental document; it is <br />likely that the mitigation for any historic impact associated with moving the buildings <br />would be that they would be part of Dublin's historic park on land contiguous to the <br />original Kolb Ranch, that the ranch buildings would enhance other historic buildings <br />located in the historic Donlon Way area, and that the buildings would be restored for the <br />Page 2 of 3 <br />
