DISCUSSION <br />In 2004, after completing an update to the action plan, the TVTC decided that an update <br />to the traffic fee was necessary. As part of this update, new projects were selected to <br />be added to the original list of projects. The nexus study found that, similar to the original nexus <br />study, the new development could be required to pay fees to fund 100% of these <br />improvements. <br />The revised total project cost for the seven remaining original projects is $1.1 billion with <br />the unfunded cost of these seven projects of $389 million; the eleven new projects have <br />a total cost of $1.5 billion and an unfunded cost of $1.1 billion. <br />Applying 100% of these cost to new development would produce the fee rates shown in <br />Figure 3. <br />Any change in the TVTC Fee requires a unanimous vote at the TVTC. For this reason, <br />the TVTC would like to receive guidance on 3 key areas of input that would aid the <br />TVTC in creating a draft recommendation for a fee update. <br />1. Should the TVTC pursue 100% funding or the "local match" approach? <br />Staff is recommending continuing the local match because 100% funding will <br />overburden new development. <br />Page 4 of 5 <br />
