The City Council further <br />finds that all the social, economic and other considerations <br />set forth herein above warrant approval of the project <br />notwithstanding this significant unavoidable adverse impact. <br />__ IV. _ FTNDINGu~ REGARDING, PR07ECT-ALTERNATIVES _ _._ -_ <br />A. No Project Alternative. <br />This alternative would not adopt the specific plan, <br />leaving the Project site in its current state without a <br />specific plan. This alternative would delay development of the <br />site and maintain current grazing and agricultural uses. <br />1. Facts. The DEIR indicates on page 88 that <br />significant visual and archeological impacts associated with <br />residential development of this site would not occur under this <br />alternative. Further, traffic impacts requiring improvements <br />to roadways and to freeway ramps at Bernal Avenue would occur, <br />but at a slower rate. The DEIR indicates on page 88 that <br />establishment of the Alviso Adobe Historic Park would be <br />delayed under this alternative. In addition, the Project site <br />has already been identified as a residential area in the <br />general plan. <br />2. Findings.
