e. The City Council further finds that <br />Mitigatin Measure 4 as set forth on page 50 of the DEIR, will <br />substantially reduce the noise and visual impact of fi-e <br />Foothill Road realignment by arranging planting to block views <br />of the roadway from the park. <br />f. The City Council finds that the <br />above-stated Mitigation Measures 2 through 4 shall become <br />--- _ -__ <br />-- <br />"Conditions of Approval" to the Project. <br />g. The design of the Project to preserve <br />the views of Pleasanton Ridge and the other mitigation measures <br />contained in the Project, the imposition of additional <br />mitigation measures numbered one through four as described on <br />pages 49-50 of the DEIR, the other measures incorporated into <br />this Project and the mitigation measures which will be imposed <br />in connection with future approvals necessary for the <br />development of the Project site have mitigated or will mitigate <br />visual quality and community design impacts of the Project to a <br />level of insignificance, excepting only the change in a scenic <br />corridor from agricultural to residential use, which impact <br />cannot be reduced to a level of insignificance as stated at <br />page 89 of the DEIR. <br />h. The City Council finds that, to the <br />eztent that visual quality and community design impacts of the <br />Project are not mitigated to a level of insignificance, the <br />economic, social and other benefits of the Project outweigh the <br />impacts upon visual quality and community design of the Project <br />39 <br />
