increase in flood flows in the adjacent Arroyo de la Laguna, as <br />stated at page 66 of the DEIR. These additional flows would <br />not exceed the design capacity for flood control in the Arroyo, <br />although the flows would exceed the flood control capacity of <br />the Bernal Avenue Bridge. <br />The Project includes three mitigation measures <br />relating to hydrology and storm drainage, including a utility <br />plan for future extensions to the site, storm drainage, and <br />minimum curb top elevations, as summarized on page 67 of the <br />DEIR. In addition, the DEIR and the Final EIR recommend, on <br />pages 67 and 11, respectively, the inclusion of four additional <br />mitigation measures: policies for drought tolerant landscaping <br />and low flow fiztures, depth limits on ezcavation for utility <br />lines, discontinuance of grading and excavation during the <br />rainy season, and a contribution to the reconstruction of the <br />Bernal Avenue Bridge. <br />Neither the DEIR nor the Final EIR states that the <br />hydrology and storm drainage impacts of the Project are <br />significant, and the DEIR's list on page 89 of significant <br />unavoidable adverse impacts of the Project does not include <br />impacts relating to hydrology and storm drainage. <br />2. Findings. <br />a. The City Council finds that any <br />incremental increase in flood flows of the Arroyo de la Laguna <br />as a result of development of the project site would not exceed <br />24 <br />
