of the Final EIR will substantially reduce the impact of the <br />Project and subsequent development on wildlife habitat. <br />d. The City Council finds that the <br />above-stated mitigation measures for residucal impacts, <br />numbered 1 and 2, which mitigation measures have not been <br />incorporated into the Project, shall become "Conditions of <br />Approval" applicable to the Project. The City Council further <br />finds that the above-stated mitigation measures, other measures <br />incorporated into this Project, and the mitigation measures <br />which will be imposed in connection with future approvals <br />necessary for development of the Project site, have mitigated <br />or will mitigate any vegetation and wildlife habitat impacts of <br />the Project to a level of insignificance. <br />E. Traffic And Circulation. <br />1. Facts• <br />The DEIR indicates at page 53 that the proposed <br />Project should generate approzimately 3320 daily trips, but <br />that all existing intersections would operate at a level of <br />service ("LOS") of "D" or better. The DEIR indicates that this <br />is an acceptable LOS, although two intersections would be <br />approaching the point of having intolerable delays. In <br />addition, the Project, together with proposed but not yet <br />approved developments, would have a cumulative impact upon <br />traffic and circulation, although all but one intersection <br />would continue to operate at an acceptable LOS. The exception <br />would be the intersection of Bernal Avenue and interstate 680, <br />12 <br />
