Because the City has no uncommitted capital construction funds available, it has been <br />discussed at the City-School Liaison Committee meetings of identifying a City capital <br />project with a partial youth focus. Such a project may qualify for partial funding from the <br />school district which would free up an equal amount of funding already programmed in <br />the City's capital budget that could be used instead for the joint-use project match. The <br />Firehouse Arts Center could benefit the school's dramatic arts programs by sharing <br />performance space and also bring in classes for drama instruction and arts classes to <br />work with resident artists. The Firehouse Arts Center could be a natural partner for the <br />school's dramatic arts programs and visual arts labs. <br />The complete list of Type II project eligibility requirements is as follows: <br />The Joint-Use Partner is a governmental agency, institution of Higher Education, <br />or a nonprofit organization. <br />The project reconfigures existing school buildings, constructs new buildings, or <br />both to provide for the: <br />o Childcare facility <br />o Gymnasium <br />o Library <br />o Multipurpose room <br />o Pupil Academic Achievement facility <br />o Teacher Education facility <br />• The district has entered into an approvable Joint-Use Agreement that meets the <br />criteria of the Education Code, Section 17077.42 <br />• The project to reconfigure an existing building is part of a qualifying SFP <br />modernization application located at the school site of the SFP project <br />• The project to reconfigure or constrict a new school building is a stand-alone <br />project located on the public K-12 school site <br />• The project has square footage eligibility as specified in SFP Regulations, Section <br />1859.124 <br />• The school site does not have the type of facility or the existing facility is <br />inadequate <br />• The construction contract was executed after April 29, 2002 <br />• The project has DSA approved plans and CDE approval if the project is part of a <br />SFP modernization application, or <br />• The project has preliminary plans and CDE approval of the preliminary plans if it is <br />a stand-alone project <br />Application Process and Timeline <br />Joint-Use applications must be submitted to the Office of Public School Construction no <br />later that May 31St of each fiscal year. The application for Joint-Use Funding is attached <br />to this staff report. The application must include the following: <br />• Completed preliminary plans <br />• California Department of Education approval of preliminary plans <br />Page 2 of 3 <br />
