5c <br />Qo~nerships C <br />THE CITY OF AGENDA REPORT mm0 h !- ~~`''o <br />"' CITY COUNCIL AND BOARD OF TRUSTEES Q J <br />j~L~~S~4NTONe JOINT MEETING ~ ~ `' <br />PLEASANTON UNIFIED SCHOOL DISTRICT <br />March 31, 2008 <br />TITLE: OPPORTUNITIES FOR JOINT-USE FACILITY IMPROVEMENTS AND <br />EXPANSIONS <br />RECOMMENDATION <br />That the School Board and City Council review and discuss this item and provide <br />comments to staff as necessary. <br />SUMMARY <br />The State of California Office of Public School Construction (OPSC) administers the <br />School Facility Program (SFP) which includes the School Facility Joint-Use Program. <br />The Joint-Use Program allows a school district to apply for State grant funds to <br />supplement ajoint-use project between the district and an eligible partner, such as a <br />governmental agency, nonprofit, or higher education institution. Eligible joint-use <br />projects include gymnasiums, multipurpose rooms, libraries, childcare facilities, and <br />teacher education facilities. Under the Joint-Use Program the State funds 50% of the <br />project with the other 50% paid for by the local school district and the eligible partner. <br />The joint-use partner must match a minimum 25% of eligible project costs. The joint- <br />use project can be part of a new construction project (Type I project) or can be an <br />addition to, or reconfiguration of, existing school buildings (Type II project). <br />BACKGROUND <br />PUSD is interested in accessing State funding under the Joint-Use Program that would <br />partially fund a Type II project. Specific projects that may qualify under this category <br />include improvement and expansion of Amador Valley and Foothill High School <br />gymnasiums or construction of amulti-purpose room for Village Continuation High <br />School. City of Pleasanton recreation programs currently utilize the high school <br />gymnasiums, and improvement and expansion of these facilities would benefit these City <br />programs. Historically, the City has participated financially in the construction of the <br />middle school gymnasiums. Similar improvements or expansion at the high schools <br />would be generally consistent with the previous funding arrangements. Amulti-purpose <br />room may expand space available for youth indoor soccer and volleyball offered through <br />City recreation programs. In addition, upgraded kitchen and cooking facilities in the <br />multi-purpose room may allow for expanded catering services for various events. <br />Regarding these options, staff from both PUSD and the City would need to evaluate the <br />mutual benefits available by these facilities and provide a recommendation to both <br />governing bodies. <br />
