The applicants shall provide the Roberts residence, 1666 Frog Hill Lane, with first <br />priority for use of the shared well for household (non-irrigation) needs until such <br />time as the Roberts connect fo City water. The applicants shall defer planting of <br />the vineyards until such time in the future that a proven water source on the <br />Sarich property can be developed or it can be demonstrated that the existing <br />shared well has the capacity to meet both the applicants' irrigation needs and the <br />Roberts' domestic needs. In lieu of planting vineyards, the vineyard area shall be <br />hydroseeded for erosion control purposes. <br />This condition was included in the Planning Commission's recommended conditions of <br />approval. Mary Roberts is concerned that the condition limits her use of the well and <br />suggests the following revised condition: <br />The applicants shall defer planting of the vineyards until such time in the future <br />that an independent water source (e.g., a new well or use of City water) on the <br />Sarich property can be developed. In lieu of planting vineyards, the vineyard <br />area shall be hydroseeded for erosion control purposes. <br />Staff notes that it was not the intent of either the Planning Commission or staff to limit <br />the Roberts' use of the well and recommends that the condition be revised as follows: <br />The applicants shall provide the adjacent property at 1666 Frog Hill Lane, with <br />priority use of the shared well until such time as City water is connected to that <br />site. The applicants shall defer planting of the vineyards until such time in the <br />future that a secondary water source on the Sarich property can be developed or <br />it can be demonstrated that the existing shared well has the capacity to meet the <br />use requirements of both parties. In lieu of planting vineyards, the vineyard area <br />shall be hydroseeded for erosion control purposes. <br />PUD FINDINGS <br />Please refer to the attached Planning Commission staff report, pages 22-25, for a <br />discussion of the considerations needed to approve the proposed PUD development <br />plan. <br />PUBLIC NOTICE <br />Notice regarding the proposed project and related City Council public hearing was <br />mailed to the surrounding property owners and tenants within 1,000 feet of the subject <br />property and was also published in the local newspaper. As indicated earlier in this <br />report, adjacent neighbors Mary Roberts, Greg Reznick, and Steve Brozosky oppose <br />the project. Prior to the Planning Commission hearing, staff had also received an email <br />from Kevin Reedy, the closest neighbor in the Bordeaux Country Estates development, <br />listing several comments and concerns. Mr. Reedy indicated to staff in a phone <br />conversation that his main concern is with the proposed fill at the bottom of the property. <br />Page 7 of 9 <br />
