Current State Priorities: <br />Protecting Funding for Vital Community Services: <br />The Governor's proposed budget for 2008/09 assumes across the board reductions in <br />State funding. Due to the efforts of the League, however, the proposed budget did not <br />contain a recommendation for the State to take or borrow money from local <br />governments through Proposition 1A or Proposition 42 (transportation funds). Cities <br />are, however, likely to be impacted by the budget by reason on cuts to the Community <br />Oriented Policing Services (COPS) program and/or by the early release non-violent <br />prisoners. <br />Staff will keep the Council informed about the progress of the State budget discussions <br />and any legislative efforts that could impact funding for community services. <br />Support Green and Sustainable Cities: <br />Like many cities, Pleasanton is concerned with green initiatives and climate issues. The <br />Institute for Local Government, which has an association with the League, has <br />developed a "Climate Action Network Best Practices Framework" which sets forth <br />voluntary best practices that a city can take to address climate changes. In addition, the <br />League has approved Climate Change Principles. Staff anticipates a number of climate <br />related bills being introduced this year and will advise Council of those that have the <br />most relevance to Pleasanton. <br />Expand Infrastructure Improvement: <br />It is anticipated that this issue will be addressed in this legislative session by continued <br />efforts to commit the 2006 infrastructure bonds, including an allocation of Prop. 1 B local <br />street and road funds, the full funding of Prop. 42 (transportation funds) and other <br />proposals to assist cities with the streets, utilities and other infrastructure. As bills move <br />forward to assist cities in repairing and replacing infrastructure, Council may wish to <br />send letters of support to its state legislators and the Governor. <br />CONCLUSION <br />Staff will continue to monitor legislative issues and brief the City Council on critical items <br />as they arise. <br />Submitted by: <br />Michael Rous~ <br />City Attorney <br />App ove y: <br />Nelson Fialho <br />City Manager <br />Page 4 of 4 <br />
