-580 Corridors- Tri-Valley Request <br />Request: $10,000,000 <br />Appropriations Bill: Transportation-HUD <br />Account: Surface Transportation Programs <br />Lawmakers: Sen. Boxer, Rep. McNerney, Rep. Stark, Rep. Tauscher <br />The Tri-Valley cities, including Pleasanton, Livermore, San Ramon, Dublin and Danville, <br />through the Metropolitan Transportation Commission's Regional Transportation Plan <br />and Alameda County Congestion Management Agency's Countywide Plan, have <br />identified several critical congestion relief projects including an eastbound high <br />occupancy vehicle (HOV) lane from Hacienda Drive to Greenville Road, a westbound <br />HOV lane from Greenville Road to Foothill Road, and the SR84/I-580 Interchange <br />projects. <br />The State of California allocated $241.9 million of the estimated total project costs of <br />$433 million in Corridor Mobility Improvement Account Funds (Prop. 1 B) to help <br />expedite delivery of these projects. Remaining funds are a combination of state, <br />regional and local sources including: State Transportation Improvement Program (STIP) <br />funds, countywide sales tax measures, and local city development impact fees. <br />The Tri-Valley cities will be seeking $10,000,000 from the federal government to help <br />meet the funding gap. <br />Tri-Valley Housing Opportunity Center- Tri-Valley Request <br />Request: $2,600,000 <br />Appropriations Bill: Transportation-HUD <br />Account: Economic Development Initiative <br />Lawmakers: Sen. Boxer, Rep. McNerney, Rep. Stark, Rep. Tauscher, <br />Since 2005, the Tri-Valley Housing Opportunity Center (TVHOC) has made a significant <br />impact by assisting more than 600 households that have attended homebuyer <br />orientation sessions and over 70 families that have purchased homes in the Tri-Valley. <br />As a result of TVHOC's success, none of the families served under this program have <br />fallen victim to the sub prime lending crisis. <br />The Tri-Valley Housing Opportunity Center is seeking funding to expand its services by <br />offering a regional Foreclosure Prevention Program. This program would involve two <br />main components: 1) educating households on avoiding foreclosure; and 2) assisting <br />families who are actually facing foreclosure due to a changing interest rate such as a <br />loan reset or adjustable rate mortgage with above market interest rates. Approximately <br />50 families would be served under the program. Once established, this regional <br />program can be used as a model for other communities facing similar housing <br />challenges. <br />The TVHOC has developed partnerships with local lenders and other key stakeholders <br />(e.g. California Housing Finance Agency [CaIHFA]), and has the capacity to begin <br />offering the program once funded. <br />Page 3 of 4 <br />
