BACKGROUND <br />The City's Capital Improvement Program includes projects for the construction of a <br />second bridge over the Arroyo Del Valle (CIP No. 995067), Bernal Avenue widening <br />from Vineyard Avenue to Arroyo Del Valle (CIP No. 005029), the installation of a new <br />traffic signal at Bernal and Vineyard (CIP No. 025018), and the partial construction of <br />the Del Valle Parkway Water and Sewer Improvements (CIP Nos. 941015 and 902028). <br />On June 20, 2000, the City Council approved a consultant agreement with BCA in the <br />amount of $360,528 to provide environmental and engineering services for the Bernal <br />Avenue Bridge at Arroyo del Valle (CIP No. 995067) and the Bernal Avenue Widening <br />from Vineyard to Arroyo del Valle (CIP No. 005029). Thereafter, four contract <br />amendments were made, as follows: 1) Amendment No. 1 in the amount of $85,400 <br />(August 7, 2001); 2) Amendment No.2 in the amount of $21,200 (November 2, 2001); 3) <br />Amendment No.3 in the amount of $20,000 (May 1, 2002); and 4) Amendment No. 4 in <br />the amount of $20,000 (May 1, 2002). This brought the total cost of the previous <br />contract with BCA to $507,128. <br />The plans and specifications for the Bernal Avenue Bridge were completed by BCA and <br />the project was ready to be put out to public bid in 2002, but the project was postponed <br />to satisfy mitigation requirements for environmental permits. Asa result of the <br />environmental agencies' review of the regulatory permits, staff has learned that there is <br />a requirement for wetland mitigation and California Red-legged Frog mitigation. <br />Recently, suitable sites have been identified and the permitting agencies have agreed in <br />concept to the preliminary plans. The City is currently finalizing the permit applications <br />and it is anticipated that the permits will be granted by May 2008. <br />The existing plans and specifications for the subject project are outdated and need to be <br />revised to reflect the current status, such as past interim improvements, new site <br />development, and new design codes. Because of the specialized structural, traffic, <br />geotechnical, and electrical engineering required, a consulting firm is necessary to <br />perform final design of the plans and specifications and to provide construction <br />support. <br />The previous contract with BCA has expired and a new consultant agreement with BCA <br />is necessary for them to provide the required services. <br />DISCUSSION <br />Consultant Selection <br />BCA was the designer for the proposed project and was selected by the City in 2000 <br />through the City's consultant selection process. Due to their understanding of the <br />design details and specifications, staff recommends BCA as the most qualified firm to <br />Page2of3 <br />
