The findings and recommendations of the study are presented <br />herein for your Council's consideration and action. <br /> <br />Alternative Analysis <br /> <br />Seven alternative transit systems were selected for analysis. <br />They incorporated four transit vehicle types and two basic <br />corridor alignments. The alignments included the Southern <br />Pacific's San Ramon Branchline right of way and the 1-680 freeway <br />right-of-way. The vehicle systems were BART, Light Rail Transit <br />(EAT), buses and generic Advanced Technology. <br /> <br />Evaluation of these alternatives was based on capital and <br />operating costs, environmental impacts, physical and right-of-way <br />needs, operational planning, estimating and ridership. The <br />resultant data was then compared to the study's goals and <br />objectives, and findings and recommendations were prepared. <br /> <br />The study findings are: <br /> <br /> -The study area has undergone dramatic change in land use <br /> intensity and character. <br /> <br /> -The existing transportation system, dominated by the private <br /> auto, is already experiencing serious congestion that will <br /> continue to worsen. <br /> <br /> -A high-quality, relatively fast transit system in the study <br /> corridor could provide an important element in an integrated, <br /> balanced transportation system with focus on the development <br /> patterns and travel demands in the corridor. <br /> <br /> -The San Ramon Branchline right-of-way produces the least <br /> costly transit corridor, has the most service and access <br /> potential, and is the most cost-effective alignment option. <br /> <br />Study Recommendation <br /> <br />The study makes six recommendations based on the analysis and <br />findings: <br /> <br /> 1. Proceed with more detailed analysis and evaluation of <br /> corridor-level alternatives including detailed analysis of <br /> horizontal and vertical alignment, station locations, <br /> environmental impacts, funding options including joint use <br /> and development opportunities, and other steps leading to <br /> implementation of a high-quality transit system in this <br /> corridor. <br /> <br /> 2. Future detailed studies should concentrate on Light Rail <br /> Transit (LRT) and Busway alternatives. <br /> <br /> SR87:169 <br /> <br /> <br />
