DRAFT <br />event of an emergency, it would be unacceptable to require people to stop, look for a key, unlock <br />the door, and exit. He noted that a crash bar on the inside of the door would enable people to <br />exit the building quickly. <br />In response to an inquiry by Commissioner Olson regarding whether the "push-and-go" <br />hardware could be installed on the inside of the door only, Mr. George Thomas, Chief Building <br />Official, replied that there were several limitations. One limitation was the three- to four-foot <br />maximum width of the gate opening, which was currently a single leaf of six feet; two three-foot <br />sections could be installed in the existing opening. Push hardware on the door that swings <br />outward was required. He noted that the door could be "exit only," with a Knox Box from the <br />outside for the Fire Department. He noted that with that kind of configuration, anyone could <br />reach over and deactivate it. He noted that theoretically, a push bar could be installed but that it <br />had a mounting height requirement; it would be possible to have an exit-only configuration with <br />no access other than through a Knox Box from the outside. He added that it would be unusual <br />but that it could be done. <br />In response to an inquiry by Commissioner Olson regarding the responsible party for paying for <br />the modifications, Mr. Iserson replied that the owners of Pleasanton Station would pay for the <br />modifications. <br />With respect to the west side of the Hap's building, Commissioner Narum inquired whether there <br />were any easements or conditions on the neighboring property for EVAs or fire safety exits. <br />Mr. Iserson replied that was not the case and that there was a standard condition of approval on <br />the two properties to the west that required the driveway to be a fire lane, with a width of 20 feet <br />without obstructions, to allow a fire truck to drive through the parking lot from one street to the <br />other, and to have access to the 400-450 Main Street site. The requirement was not written with <br />respect to providing an emergency easement for Hap's. <br />In response to an inquiry by Commissioner Fox regarding whether that section was striped red, <br />Mr. Iserson confirmed that it was striped red to indicate it was a fire lane and that there could be <br />no parking. <br />In response to an inquiry by Commissioner Fox regarding whether there were 50 feet after the <br />inward-opening gate to escape, Mr. Thomas replied that there were two ways to get people away <br />from the building: One way was to go out to Public Way, or taking the escapees to an area of <br />refuge 50 feet away from the building. <br />In response to an inquiry by Commissioner Fox regarding the required area of gathering for <br />people leaving the building, Mr. Thomas replied that for this building, only three square feet of <br />space per person would be required. He added that the concept was to have the area of refuge <br />50 feet physically away from the building, starting from the exit door for Hap's. He noted that if <br />they also provided an access that would continue through the parking lot out to Public Way, they <br />would not need to provide any actual space for people to stop. <br />In response to an inquiry by Commissioner Fox regarding whether the occupancy was rated high <br />enough to require three emergency egress/ingress areas or whether two areas were required by <br />DRAFT EXCERPTS: PLANNING COMMISSION MINUTES, 2-13-08 Page 3 of 13 <br />
