San Francisco Bay area Draft Regional Housing Needs .-lllocation, 4~h Revision <br />The Governor signed AB 2572 into law on September 29, 2006. The legislation adds a <br />statutory factor: housing needs generated by the presence of a private university or a campus <br />of the California State University or the University of California. <br />The HMC concluded that student populations need not be added as an explicit factor in the <br />allocation methodology. The reason is that the existence of universities and resulting student <br />populations are included in ABAG's household population estimates. (ABAG circulated an <br />explanation of the effects of this factor and a survey form for this factor during the review <br />period of the draft methodology.) <br />The 42 survey responses varied widely. Many commented on the HMC deliberations, <br />supporting or opposing specific measures under consideration, and offering alternative <br />methodological approaches. Others commented on the existing and near-term market <br />conditions for housing in their jurisdictions. <br />The comments that focused on how specific factors should be explicitly considered in the <br />methodology can be summarized as follows: <br />Summary Survey Responses <br />1.
