ATTACHMENT 2 <br />Joint Funding and Contract Administration Agreement <br />Among <br />Funding Partners <br />For <br />Development Of The Eastern Alameda County Conservation Strategy <br />This JOINT FUNDING AND CONTRACT ADMINISTRATION AGREEMENT AMONG <br />FUNDING PARTNERS FOR DEVELOPMENT OF THE EASTERN ALAMEDA COUNTY <br />CONSERVATION STRATEGY ("Agreement") is entered into on the 31st day of January 2008 <br />by and among the Alameda County Flood Control and Water Conservation District, Zone <br />7 ("Zone 7"), County of Alameda ("Alameda County"), Alameda County Congestion <br />Management Agency ("ACCMA"), City of Livermore ("Livermore"), City of Dublin <br />("Dublin"), and the City of Pleasanton ("Pleasanton"), each hereinafter referred to <br />individually as a "Funding Partner" or collectively as "Funding Partners". <br />1. DEFINITIONS <br />(a) "EACCS" means the Eastern Alameda County Conservation Strategy, which <br />is being developed at this time to provide an established approach to mitigation that <br />meets established conservation strategies and goals that could be used voluntarily by both <br />local agencies and private developers for environmental permitting of projects. The <br />EACCS is intended to provide local agencies and private developers with some assurance <br />that if they follow the strategy in their own permitting process, negotiations with the <br />regulatory agencies will be expedited and streamlined. Development of the EACCS is <br />described in the Technical Approach. <br />(b) "Wildlife Agencies" collectively means the California Department of Fish & <br />Game and the U.S. Fish and Wildlife Service. <br />(c) "Technical Approach" means the "Technical Approach for Development of <br />the Eastern Alameda County Conservation Strategy: A Blueprint for Conservation <br />Action" as attached in Exhibit 1. <br />(d) "Steering Committee" means (1) the representative from each of the Funding <br />Partners; (2) representatives from the Wildlife Agencies; and (3) representatives from the <br />San Francisco Bay Area Regional Water Quality Control Board ("Board"). <br />
