Submit complete working drawings. <br />Staff's Comments: Staff required the applicant provide as building drawings reflecting the <br />2001 approval with the proposed additional area. The Building and Safety Division may <br />require greater detail prior issuing a permit for the proposed addition (PADR-1698). <br />3. Require professional landscape architect review of the submitted landscaping plan. <br />Staff's Comments: The submitted landscaping plan was reviewed by the City's <br />Landscape Architect, Mike Fulford. He found that the proposed species are appropriate <br />for the area, and they will at maturity achieve the desired screening. <br />4. Require aconstruction/performance bond to secure the completion of the project. <br />Staff's Comments: The bond issue was previously discussed. As advised by the City <br />Attorney's Office, staff may not require a performance bond to secure construction on a <br />private lot. <br />PUBLIC NOTICE <br />Notices of this appeal are mailed to property owners and tenants within 1,000 feet of the subject <br />property. No comments were received at the time this report is prepared. <br />ENVIRONMENTAL ASSESSMENT <br />This project is categorically exempt from environmental review pursuant to California <br />Environmental Quality Act Guidelines, Section 15301, Existing Facilities, Class 1. <br />CONCLUSION <br />The project conforms to the R-1-6,500 zoning district regulations and satisfies the design review <br />criteria. The proposed 64-square-foot first floor addition is innocuous and the 273-square-foot <br />second floor addition has minimum impacts to the surrounding neighbors. <br />As previously mentioned, the 2001 project is a vested project that neither staff nor the decision <br />making body could rescind. <br />PAP-108 (Appeal of PADR-1698) <br />Planning Commission <br />Page - 9 - <br />
