The <br />zoning district allows for a maximum of 40% FAR, which is approximately 4,619 square feet. <br />PROJECT DESCRIPTION <br />The project presented to the Zoning Administrator consists of the following: <br />D an approximately 64-square-foot single-story addition to the left side; and, <br />D an approximately 273-square-foot second-story addition to the right side front of the <br />existing residence. <br />ANALYSIS <br />There were three issues identified by the neighbors throughout the Zoning Administrator <br />hearings held to consider the administrative design review: scope of the project, duration of the <br />construction, and loss of privacy. <br />Zoning Administrator Hearings <br />There were three hearings -May 17, 2007, July 12, 2007, and July 20, 2007 conducted by the <br />Zoning Administrator to consider the requested scope to addition a total of 337 square feet <br />addition to the existing two-story residence. <br />May 17, 2007: Issues discussed at the hearing were focused on the duration of the <br />construction and the scope of the construction. The neighbors stated that <br />the construction has lasted too long and that the project has grown larger <br />than what they could support. The neighbors felt that they have been <br />deceived and misled by the applicant on the overall construction. The <br />neighbor asked City to require the Smiths to post a construction bond to <br />secure the completion of the project. The Zoning Administrator stated the <br />staff will provide the answer after consulting with the City Attorney's <br />Office. <br />The Zoning Administrator explained and clarified the design review and <br />building permit process. The Zoning Administrator encouraged the <br />applicant and neighbors to communicate and the applicant to address the <br />neighbors' concerns, and requested that the applicant prepare the following <br />and continue the hearing: <br />o A construction schedule; <br />o A complete set of drawings that reflect the existing construction; <br />and, <br />PAP-108 (Appeal of PADR-1698) Planning Commission <br />Page - 6 - <br />
