The neighbors have appealed this decision because they believe that the City should not condone <br />work done without a permit, are requesting that the non-permitted portions (the additions <br />covered by Case No. PADR-1698) be removed to reflect the 2001 approval. Additionally, the <br />neighbors believe that they were not fully informed at the time of the 2001 approval and request <br />that the scope of that approved be revised. Further, they request additional landscaping be <br />provided to secure the privacy of the neighbors' . <br />City staff has informed the neighbors that the permits for the 2001 approval, both the <br />entitlements and the building permits, is vested and may not be rescinded by staff or decision- <br />making body. The Planning Commission is considering whether to uphold the decision of the <br />Zoning Administrator thereby deny the appeal. <br />SITE DESCRIPTION <br />Whitehall Court is located in the northern portion of the City. Staff <br />believes it has insignificant visual impact to the rear neighbors (see photo at the bottom of the <br />page). The second floor addition above the third garage space is visible from the Long's and the <br />Morgans.
