CONCLUSION <br />Although the addition was constructed without prior approval and the extended <br />construction process has tarnished the trust from the neighbors, the project meets or <br />exceeds the R-1-6,500 zoning district regulations and satisfies the design review <br />criteria. The proposed 64-square-foot first floor addition is innocuous and the <br />273-square-foot second floor addition has minimal impacts to the surrounding <br />neighbors. Moreover, the house has been attractively designed and is compatible with <br />the neighborhood. <br />Staff and the Planning Commission find that with the help of a general contractor and <br />with financing readily available, the applicants are able to complete the project within <br />the specified time.
