Privacy <br />The appellants have also stated that the additions at the Smiths have impacted their <br />privacy. <br />The first floor addition is not very visible from off site due to its height and orientation. <br />The second floor addition above the third garage space is visible from the Longs and <br />the Morgans. It has a window directly facing the Morgans; however, given the high <br />windowsill location (i.e., located above the eye level of a person of average height). In <br />addition, this window faces the Morgan's garage, thus, it is unlikely that the privacy of <br />the Morgans would be significantly impacted. <br />The privacy concerns the appellants raised relates to the addition that was approved in <br />2001, which included a second floor balcony facing the rear. This addition has gone <br />through its review process; the additions were approved, permitted, and construction is <br />near completion. Staff sympathizes with the appellants' concerns, however, at this time, <br />removing the balcony is not an option. <br />In addition, as conditioned by the 2001 approval, the applicants have installed trees <br />along the rear property for screening. <br />Public Notice and Comment <br />Notice of the City Council's public hearing on this item was sent to all property owners <br />and tenants living within a 1,000-foot radius of the subject property. As of the drafting of <br />this report, staff has not received any additional public comments. <br />ENVIRONMENTAL ASSESSMENT <br />This project is categorically exempt from environmental review pursuant to California <br />Environmental Quality Act Guidelines, Section 15301, Existing Facilities, Class 1. <br />Page 5 of 6 <br />
