PLANNING COMMISSION ACTION <br />On September 26, 2007, the Planning Commission approved the administrative design <br />review application (4-1) with conditions specifying timelines for the applicants to submit <br />construction drawings, obtain permits, and complete the entire construction. <br />RECOMMENDATION <br />Staff recommends that the City Council adopt the attached draft resolution upholding <br />the Planning Commission's approval, thus approving the Smith's administrative design <br />review application (Case No. PADR-1698), subject to the conditions of approval as <br />shown in Attachment 1, Exhibit B. <br />FINANCIAL STATEMENT <br />No fiscal impact is anticipated. <br />BACKGROUND <br />In October 2001, Scott and Laurie Smith received an approval for an addition of <br />approximately 963 square feet to the existing two-story home. The Smiths obtained the <br />required building permits shortly after and started construction. During the construction, <br />the Smiths expanded the 2001 project by adding approximately 273 square feet above <br />the existing garage for abathroom/laundry room/master closet and approximately 64 <br />square-foot single story to the left of the existing home as a bathroom. These two <br />additions were more than what was approved in 2001 and have been constructed <br />without prior approval/permits. <br />In March 2007, as a result of code enforcement action, the Smiths submitted an <br />administrative design review application (Case No. PADR-1698) for the additions that <br />are under construction but have not been approved. <br />Addition covered by PADR-1698 <br />Page 2 of 6 <br />
