BACKGROUND <br />On February 20, 2007 Council awarded the contract to the lowest responsible bidder, <br />O'Grady Paving Inc. in the amount of $1,681,788.98. The project has since been <br />completed and is ready for acceptance. The new improvements consist of a two-inch <br />sound-attenuating asphalt pavement roadway (open graded mix) on Vineyard Avenue <br />between Bernal Avenue and Leona Place. In addition to the overlay, new raised <br />concrete median islands with landscaping features and irrigation facilities were installed <br />within the project limits. The street lane widths include a 13-foot wide travel lane in <br />each direction, a 7-foot wide bike lane, and a 3-foot buffer zone on both the north and <br />south sides of Vineyard Avenue. <br />During the public outreach process, residents from the Vineyard Villa Mobile Home Park <br />indicated that the homeowners' major concern is to maintain the parking fronting the <br />Mobile Home Park and requested creation of a four-hour limited time parking zone in <br />order to discourage cars being advertised for sale. The residents stated they also need <br />the parking on Vineyard Avenue when large events occur on the property, citing the lack <br />of parking on-site. Staff informed the residents that this item would be brought to the <br />City Council for consideration. <br />DISCUSSION <br />The Municipal Code allows for the creation of various limited time parking zones (twenty <br />minute, one-hour, two-hour, and four-hour) by adoption of a resolution designating any <br />street or portion of a street as a limited time parking zone. Parking in a four-hour zone <br />limits parking between the hours of 6:00 A.M. AND 10:00 P.M. to no more than four <br />hours. The creation of this parking zone will allow short-term usage for residents and <br />overnight parking, but restrict long-term usage, including the parking of vehicles for sale. <br />Submitted by: <br />Rob Wilson <br />Public Works Director <br />Fiscal Review: <br />David P.
