BACKGROUND <br />The subject project is a combination of two traffic signal projects in the City. Staff felt <br />that combining the two projects would result in an economy of scale. The Bernal <br />Avenue/I-680 traffic signal requires coordination with Caltrans and involves application <br />by the contractor for an encroachment permit. The Vineyard Avenue/Pietronave Lane <br />traffic signal completes the traffic signal partially installed in 2005. The combined project <br />consists of furnishing and installing all required traffic signal controllers and cabinets, <br />street lights, traffic signal poles and mast arms, Edge-lit LED street name signs, <br />Intelligent Transportation Systems related devices, conduits, conductors, foundations, <br />pedestrian and equestrian push button poles and equipments, pull boxes, antenna, loop <br />detectors, signal interconnect cables, luminaires, bollards, EVA gates, video detection <br />equipment, testing of equipments, traffic striping, pavement markings, signage, and <br />providing all necessary equipment brochures and manuals. <br />Bids <br />Sealed bids for this traffic signal installation project were opened on February 7, 2008. <br />There were ten (10) bids received, with bids ranging between $416,000 and $647,268. <br />The apparent low bid was 4% higher than the engineer's estimate of $400,000. (See <br />Attachment 2 for Bid Summary). Past work performed by John D. Baker Construction <br />Company was verified to be satisfactory. <br />At the time of preparation of this report, staff was still working with Centex (a home <br />developer in .this area) to arrange for the installation of the EVA gates at Old Vineyard <br />Avenue. Due to the fact that plans for this installation have not been finalized with <br />Centex, these EVA gates were listed as an add-on item for this traffic signal contract. If <br />cost-effective arrangements can be finalized with Centex soon, this add-on item will not <br />be necessary and a change order will be prepared removing the $13,000 item from the <br />project.
