4 <br />THE CITY OF <br />pL£~S~4NTONo CITY COUNCIL AGENDA REPORT <br />1 <br />March 4, 2008 <br />Parks & Community Services <br />City Attorney's Office <br />TITLE: APPROVE ASHORT-TERM LEASE WITH AL SPOTORNO TO GRAZE <br />THE 103 ACRE EASTERN CONSERVATION EASEMENT AT <br />CALLIPPE PRESERVE GOLF COURSE <br />SUMMARY <br />A short-term grazing lease is proposed for management of the 103 acre eastern <br />conservation easement adjacent to Callippe Preserve Golf Course. The five (5) year <br />lease would require the lessee, AI Spotorno, to undertake significant fence repairs and <br />only graze cattle for a limited season at the direction of the City's consulting rangeland <br />manager. This lease allows the City to comply with the Grazing & Resource <br />Management Plan, required as part of the golf course's environmental permits. Staff <br />recommends grazing in lieu of burning the open space grasses, an option available to <br />the City under the Management Plan. In addition, because the proposed lessee is <br />adjacent to the open space area, no cattle will need to be transported through Happy <br />Valley neighborhood streets or the golf course to reach these pastures. <br />RECOMMENDATION <br />Authorize the City Manager to execute the proposed short-term grazing lease as <br />generally set forth in the attachment. <br />FINANCIAL STATEMENT <br />During the first three (3) years of the lease, it is proposed that no rent be paid because <br />the lessee will be required to undertake capital expenditures to repair fences. In <br />addition, the City will realize cost savings from grazing as opposed to controlled burns. <br />In years 4 and 5 of the lease, the City would receive revenues of approximately $1,000 <br />per year, to partially offset the cost of the consulting rangeland manager that will <br />monitor the entire 280 acres of golf course open space. <br />
