BACKGROUND
The City Council's Annual Work Plan was adopted at the February 20, 2007 City
Council meeting after the Council conducted a public workshop to discuss and receive
public comments regarding priority projects. As part of this action, and consistent with
past practice, staff indicated it would conduct an annual review of the Work Plan to
provide information on accomplishments to date, project status information and
opportunities for the Council to amend the work plan. Below is a project status
summary. These goals are the basis for staff projects, work and budget priorities.
Appended to this document is a detailed matrix outlining the goals, project descriptions,
project status (Exhibit A) and new priorities for the Council's consideration (Exhibit B).
DISCUSSION
The following is a summary of the major activities and accomplishments as they relate
to the adopted Work Plan.
Bernal Property
• Develop Bernal Community Park: In November 2007, the City Council awarded a
construction contract for Phase I of the Community Park. Construction will begin this
year and will take approximately 18 months to complete. Other projects related to
the Bernal property include a financing plan, construction of an underpass,
restoration of the Bernal Creek and completion of the remaining phases of the
community park.
General Plan
.Complete a Comprehensive General Plan Update: Elements 1-6 and 9-12 of the
General Plan are complete (Exhibit A). These have been sent to the Planning
Commission and City Council for draft review. Elements 7 and 8 will be reviewed by
the Planning Commission in February 2008, and will be included as part of the draft
document. Element 13 has not been reviewed and will be a compilation of existing
General Plan elements. The Draft General Plan and Draft EIR will be presented to
the Planning Commission in May/June 2008. Final EIR preparation will be
completed by August 2008. The Planning Commission will review and issue a
recommendation to the City Council in August 2008. The General Plan adoption
date is set for October 2008.
Vineyard Corridor
• Vineyard Corridor: The construction of infrastructure projects for this area has been
the primary focus during the past year. Approved projects include a water tank, turn-
out, and pump station. The turn-out has been completed, and all three projects will
be completed in early 2008. The specific plan adopted for this area frames a
gateway into the wine region and facilitates the transition of land uses between the
urbanized edge of Pleasanton to the west and the Ruby Hill development to the
east.
