Attachement E <br />PBS&J Proposal <br />PBS&J will prepare and submit to Carollo Engineers and the City of Pleasanton an <br />Administrative Draft of each of the environmental documents. The Initial Study will follow the <br />environmental checklist in Appendix G of the CEQA Guidelines. If the results of our Initial Study <br />review indicate that the proposed project could result in any significant and/or unavoidable <br />impacts an EIR may be necessary. In this case, PBS&J will inform the City of Pleasanton and <br />Carollo Engineers of the potentially significant impacts so that mitigation measures can be <br />developed or a new approach to this portion of the proposed project can be discussed. <br />Again, primary issue areas to be addressed will include the following environmental concerns: <br />aesthetics, agricultural resources, air quality during construction and operation, biological <br />resources, cultural resources, geology and soils, hazards and hazardous materials, hydrology <br />and water quality, land use, mineral resources, noise during construction and operation, _ <br />population/housing, recreation, transportation/traffic circulation, water supply, public utilities, and <br />public services. The following discussion presents our approach to the analysis of each of <br />these key issues. <br />Aesthetics <br />PBS&J will describe the anticipated visual character of the proposed project, based on <br />information provided by Carollo Engineers and the City of Pleasanton, and discuss how the <br />proposed project could affect the visual character of the selected sites and surrounding vicinity. <br />Air Quality <br />PBS&J will provide an introductory discussion of the air pollutants of concern in the region; <br />summarize local and regional air quality, describe pertinent characteristics of the air basin, and <br />provide an overview of the physical conditions affecting pollutant buildup and dispersion in the <br />area. PBS&J will evaluate construction, mobile, and .area source air pollutant impacts by <br />estimating emissions of key criteria pollutants, including PM,o. Construction and operational <br />emissions will be quantitatively evaluated in accordance with the Amador Air District, Califomia <br />Air Resources Board policies and the California Clean Air Act. We assume that any air quality <br />impacts would be related to short-term construction activities and this environmental analysis <br />will be focused accordingly. Included in this analysis will be a consideration of compliance with <br />AB 32 regulations. <br />3 <br />
