Attachement E PBS&J Proposal We assume that the City of Pleasanton will act as CEQA lead agency for the IS/MND. We also assume the City of Pleasanton and Carollo Engineers will have primary review responsibilities for the administrative draft IS/MND prior to producing and public circulating a Draft document. Work Plan Preparation of the environmental documents will include seven (7) general tasks. Task 1: Project Initiation and Document Review PBS&J will meet with Carollo Engineers and the City of Pleasanton to commence the environmental review process. At this meeting, documents and design plans relevant to the proposed project and environmental review will be identified and/or collected from City staff and the project engineers. Additionally, this meeting will be used to review the project description, scope of work, and schedule and make any necessary refinements to any of these items. Task 2 Project Description PBS&J will- prepare a draft project description from information provided by Carollo Engineers and the City of Pleasanton for use in the proposed environmental documents. The draft project description may also be used during scoping efforts with public agencies, residential neighbors, and other interested individuals. PBS&J will submit the draft project description to Carollo Engineers and the City of Pleasanton for review and comment early in the environmental process. We anticipate that certain activities associated with Task 3 (Prepare Administrative Draft IS/MND) will be carried out concurrently with Task 2 activities. These activities include, but may not be limited to, a site visit of the project area to assist in an assessment of the proposed project on neighboring residents and potential encroachment into West Las Positas Road rights-of way. In preparing the project description, PBS&J will collaborate with Carollo Engineers and the City of Pleasanton to define a preferred alternative while considering potential construction costs, environmental constraints and land acquisitions.
