BACKGROUND <br />The restoration of the Pleasanton Veterans' Memorial Building was put out to bid in <br />January of 2006. At the time of the bid due date of March 13, no bids had been <br />received. To address this situation, staff decided to utilize provisions in the State Public <br />Contract Code that allows a negotiated construction contract in the event that no bids are <br />received as part of the public bidding process. This led to a search for contractors <br />specializing in historical renovation, a request for qualifications, interviews of likely <br />contractors and a final selection by staff of BBI Construction of Oakland, California, as <br />the most qualified contractor to perform the historical renovation work. After <br />modifications to the project specifications to minimize project costs, City Council <br />awarded the contract to BBI Construction on July 18, 2006, in the amount of $3,780,146, <br />and approved a project contingency of $210,000. <br />DISCUSSION <br />Buffet <br />During the project, change orders totaling $105,057 were issued for various unforeseen <br />conditions, which required additional work. An additional $35,500 was also approved <br />for additional design services required by Noll & Tam Architects. Included in the project <br />expenditures (see Attachment 1 for a project funding and expenditure summary) is the <br />purchase of Fixtures, Furniture and Equipment (FF&E's) which was ordered by Parks <br />and Recreation Department.
