BACKGROUND <br />The City of Pleasanton Municipal Code provides authority to the Traffic Engineer "when <br />empowered" to install stop signs within the City of Pleasanton. The term "empowered" <br />within the context of the Municipal Code is unclear. Due to this conflicting information, <br />the Traffic Engineer has traditionally presented a resolution to the City Council <br />requesting authorization to install any proposed stop sign. <br />DISCUSSION <br />The California Manual of Traffic Control Devices states that stop signs should be used if <br />engineering judgment indicates that one or more of the following conditions exist: <br />A. Intersection of a less important road with a main road where application of the <br />normal right-of-way rule would not be expected to provide reasonable <br />compliance with the law; <br />B. Street entering a through highway or street; <br />C. Unsignalized intersection in a signalized area; and/or <br />D. High speeds, restricted view, or crash records indicate a need for control by the <br />STOP sign. <br />By authorizing the Traffic Engineer to install stop signs, the Traffic Engineer can quickly <br />and effectively respond to various traffic concerns and establish effective traffic control <br />measures at intersections meeting the stop sign criteria. The Traffic Engineer will solicit <br />feedback from the Traffic Committee before authorizing any proposed stop signs. The <br />Traffic Committee includes representatives from the Police Department, Traffic <br />Engineering, Economic Development, Street/Support Services, Planning, and the <br />Pleasanton Unified School District and meet monthly to discuss various traffic related <br />concerns. <br />Stop signs are requested as a mitigation measure for various traffic concerns. As an <br />example, local residents have requested the installation of one-way stop signs on <br />Hummingbird Road at Raven Road and on Crestline Road at Raven Road. Staff has <br />investigated the request and determined that it meets the stop sign installation <br />guidelines and warrants identified in the California Manual of Uniform Traffic Control <br />Devices listed above. The attached resolution clarifies the Traffic Engineer's authority to <br />install stop signs at locations that meet the minimum thresholds to improve safety and <br />circulation, including the two aforementioned intersections. <br />Page 2 of 3 <br />
