BACKGROUND <br />The subject project consists of the construction of 70 intersection ramps and 4 raised <br />islands with passageways. The locations are along Holland Drive, Singletree Way, <br />Hopyard Road, Valley Avenue, Highland Oaks Drive and Woodthrush Road as -shown <br />on Attachment 1. <br />Access ramp installations are apart of an ongoing annual program. The selected area <br />is a continuation of efforts from previous years to add ramps to the Val Vista Park <br />neighborhood and Donlon Elementary School area. Additionally, the project includes <br />areas identified by our Traffic department to accommodate existing crosswalk areas that <br />do not meet current Americans With Disabilities Act standards. <br />A public meeting was held on September 19, 2007, to inform residents about the project <br />plans. Additional public notification will take place once the contract is awarded. <br />DISCUSSION <br />Bids <br />An Engineer's Estimate was calculated at $306,900. Sealed bids were opened on <br />January 17, 2008, with a total of twelve bids received that ranged from $167,827 to <br />$309,449 (see Attachment 2). The low bid of $167,827 was received from J.J.R. <br />Construction, Inc. of Fremont, California. All bid documents were found to be in order <br />and past work performed by J.J.R. Construction was verified to be satisfactory. <br />Budget <br />The project is fully funded in the City Capital Improvement Program, Projects 065005 <br />and 075005. The new ramps will be installed in front landscaped strips and staff is <br />recommending a 20% project contingency ($33,565.40) due to anticipated requests <br />from residents regarding impacts to the existing landscaping, irrigation systems and <br />hardscape improvements affected by the ramp installations.
