BACKGROUND <br />State Assembly Bill 3229 added section 30061 of the Government Code establishing a <br />statewide fund for allocation to local police agencies, referred to the Citizens' Options for <br />Public Safety Program. As required by the bill, the County of Alameda has established a <br />Supplemental Law Enforcement Services Fund and has established a committee to <br />oversee and review the annual expenditures by local agencies from this fund. The funds <br />are allocated to our City based on population. This year the City of Pleasanton received <br />$132,210. As a condition of the program, the Council must hold a public hearing in each <br />year the allocation is made, and approve a resolution permitting the expenditure of <br />COPS funding. The appropriations must support front line municipal law enforcement <br />services, cannot supplant existing funding and be separate and apart from other funds. <br />The Finance Director must provide an annual report of expenditures to the county. <br />DISCUSSION <br />Input was solicited from members of the Pleasanton Police Department and <br />submissions reviewed by Command Staff. The Command Staff supported the following <br />recommendations, which support front line law enforcement functions and serve to <br />enhance public safety. The cost estimates, as listed, are approximate amounts. <br />• Police building security upgrades ($34,000) <br />The continuing process of upgrading the police department's security system <br />requires purchasing additional cameras (PTZ), monitors, control modulators and <br />updating the cabling system throughout the building. Our current equipment is <br />beyond its lifespan and is becoming functionally obsolete. <br />• Refurbishing of six police patrol vehicles ($25,000) <br />Six existing patrol vehicles that are not slated to be replaced through the existing <br />vehicle replacement fund will need to be refurbished. These funds will be used <br />to renovate these vehicles. <br />• SWAT Utility Trailer ($15,650) <br />The funds will be used to purchase a 24 foot trailer to be used by the SWAT <br />team. The trailer will be custom designed to store and transport specialized bio <br />hazard equipment and uniforms required and supplied by the Department of <br />Homeland Security. <br />• Heckler and Koch .223 weapon system ($12,550) <br />SWAT teams require uniformity in weapons systems. The department currently <br />issues three different types of rifles to their SWAT Team members. Two of the <br />three weapons are ineffective against body armor and the entire pool of weapons <br />is experiencing varying levels of maintenance problems based upon their age. <br />By providing all team members with a the same model rifle we will eliminate the <br />need to qualify with multiple weapons, reduce liabilities and provide for an overall <br />improvement in terms of team effectiveness and interchangeable weapons <br />among officers. <br />Page 2 of 4 <br />
