BACKGROUND Regency's proposal was for the construction of a 193,481-square-foot commercial center including a Home Depot with garden center, a Longs Drugs with adrive-through, and miscellaneous retail stores and services including one drive-through restaurant/cafe on an approximately 16.0-acre property located on the southeast corner of Bernal Avenue and Stanley Boulevard. On May 15, 2007 the City Council introduced the ordinance approving the PUD Modification, the conditional use permit, and the design review for the commercial center. The second reading of the ordinance was scheduled for the next meeting but was continued at the request of staff in order to allow for an expanded public review process since some issues concerning the project had not been resolved. As a result, staff held a series of public workshops and returned to the City Council on December 4, 2007 to present the information and responses to questions raised concerning the project. After hearing the information presented and public comments, the Council directed staff to schedule a hearing on a subsequent agenda to consider suggestions for proceeding with a future public review process. Project Location The project site is a flat, vacant parcel totaling approximately 16 acres in area located on the southeast corner of Stanley Boulevard and Bernal Avenue.
