BACKGROUND <br />Regency's proposal was for the construction of a 193,481-square-foot commercial <br />center including a Home Depot with garden center, a Longs Drugs with adrive-through, <br />and miscellaneous retail stores and services including one drive-through restaurant/cafe <br />on an approximately 16.0-acre property located on the southeast corner of Bernal <br />Avenue and Stanley Boulevard. <br />On May 15, 2007 the City Council introduced the ordinance approving the PUD <br />Modification, the conditional use permit, and the design review for the commercial <br />center. The second reading of the ordinance was scheduled for the next meeting but <br />was continued at the request of staff in order to allow for an expanded public review <br />process since some issues concerning the project had not been resolved. As a result, <br />staff held a series of public workshops and returned to the City Council on December 4, <br />2007 to present the information and responses to questions raised concerning the <br />project. After hearing the information presented and public comments, the Council <br />directed staff to schedule a hearing on a subsequent agenda to consider suggestions <br />for proceeding with a future public review process. <br />Project Location <br />The project site is a flat, vacant parcel totaling approximately 16 acres in area located <br />on the southeast corner of Stanley Boulevard and Bernal Avenue.
