homeowner to begin the research process. The proposed contents of the kit are <br />listed in Exhibit A. <br />Selection of contractors <br />• Contractors for inclusion in the program will be selected through a Request for <br />Qualifications (RFQ) process. The RFQ will ask potential contractors to provide <br />contractor's license, proof of worker's compensation and other relevant insurance, a <br />Pleasanton business license, good standing with regulatory agencies and the Better <br />Business Bureau, a minimum of three references from prior PV installation <br />customers and other similar information. The Solar Cities Program will not <br />recommend specific contractors; instead, all contractors who meet the requirements <br />will be included in the program. A matrix showing comparative information may be <br />developed to assist the consumer in evaluating contractors. For example, the matrix <br />may show the location of the business, contact information, the number of years a <br />contractor has been in business, etc. The consumer will select the contractor after <br />completing the necessary research, and the business relationship is between the <br />consumer and the contractor. <br />Cost of installation to homeowners <br />• The consultant's report indicated that the reduced cost to homeowners may be up to <br />20%. Rather than dictate a specific discount that the contractor must provide, the <br />"market" will determine the pricing. Since a number of firms will be competing for <br />business, those who provide the best service, quality in terms of material and <br />installation, and cost will generate the most sales. <br />On going evaluation of solar panel installation <br />• A major determinant of the success of the program is whether consumers are <br />satisfied with the quality of installation of the solar panels and the service they <br />received. Staff intends to monitor the program closely. This is particularly important <br />at the start of the program; therefore, staff proposes to conduct customer satisfaction <br />surveys personally in the initial stages. This will allow staff to make modifications to <br />the program as necessary. Once the program is well established, staff may conduct <br />the customer surveys on-line, by mail, etc. Continuous evaluation of the installations <br />will be an on-going aspect of the program. <br />Changes to incentive programs <br />• Monetary incentives and tax credits are available through State and Federal <br />programs. Contractors are familiar with the incentives, and will often deduct the <br />incentive amount from the cost of the PV installation so the consumer pays less up <br />front. By applying with the State in advance on behalf of the homeowner, the <br />contractor is able to estimate the amount of the rebate the homeowner can expect <br />and to "reserve" the allocation. The contractor then collects from the State the <br />amount that was reserved. Federal tax credits are also available to the homeowner <br />and information related to the both credits and incentives will be included in the <br />Starter Kit. Also, staff will monitor the incentive changes as part of the ongoing <br />evaluation of the program. <br />Page 4 of 6 <br />
