BACKGROUND <br />The primary objective of this work is to develop plans for the landscape and gateway <br />interchange improvements at the Hopyard Road on- and off-ramps with the I-580 <br />freeway. The goal of this project is to visually enhance the Hopyard Road access point <br />into the City. Funding for this project is available and budgeted under the 2007-2008 <br />CIP Program ($325,000). <br />The locations of the proposed improvements are within Caltrans' right-of-way. The City <br />will work with Caltrans in developing a maintenance agreement for the improvements. <br />The design work will be developed with separate base bid items and alternate bid items <br />in anticipation that the budgeted amount in the 2007-2008 CIP program is not sufficient <br />to complete the entire work this fiscal year. Such an arrangement guarantees that the <br />base bid item improvements can be completed under the available budget while <br />providing flexibility to complete the work if lower than expected bids are received. <br />DISCUSSION <br />A total of five landscape architectural firms were asked to provide proposals for the <br />design services. Two firms responded, Tanaka Design Group and Keller Mitchell & <br />Company. A panel of three City staff members familiar with the needs and types of <br />services required for the project, made up the selection committee. Upon completion of <br />the interview process and reference checks on past performance, the panel determined <br />that Tanaka Design Group, Inc. is the most qualified to design the project. The Scope of <br />Work proposed by Tanaka Design Group is complete and comprehensive, and staff <br />believes that the proposed fees are reasonable.
