<br />Chairperson Fox presented the Planning Commission’s commendation for Phil Grubstick, who is <br />retiring from City service. She noted the commendation details his service history with the City <br />as its Assistant Director of Public Works and City Engineer. She added that Phil is also the <br />Public Works liaison to the Planning Department and the Planning Commission as well as to the <br />City’s Geotechnical Engineering and Geology consultants. She noted that Phil had worked on <br />the Lin property and the Staples Ranch project. She read the following portion of the <br />commendation into the record: <br /> <br /> “Whereas Phil’s strength of character and determination to hold the bar for design, <br />construction, inspection, and performance and to find creative solutions to the design <br />challenges of both private and public projects will be sorely missed. <br /> <br /> “Now, therefore it be resolved that the Planning Commission hereby recognizes and <br />highly commends Phil Grubstick for his valuable support and assistance to the <br />Commission, expresses its appreciation for his many contributions to the City’s growth <br />and development, and extends sincere best wishes for an enjoyable and productive <br />retirement.” <br /> <br />Chairperson Fox noted that Wes Jost would accept the commendation on behalf of <br />Mr. Grubstick. <br /> <br />3. MEETING OPEN FOR ANY MEMBER OF THE AUDIENCE TO ADDRESS <br />THE PLANNING COMMISSION ON ANY ITEM WHICH IS NOT ALREADY <br />ON THE AGENDA. <br /> <br />James Frost noted that the Planning Commission meeting in December 2006 addressed sports <br />courts. He added that staff made a proposal to address standards for sports courts, and observed <br />that the Commission believed that staff’s proposal did not go far enough in protecting <br />neighborhoods from people who did not appear to care as much for their neighbors as he would <br />hope. He had inquired about the future of the proposed ordinance to the City Manager, and <br />received the following response: <br /> <br /> “In response to your inquiry below, Planning staff took a proposed ordinance to amend <br />the Code to the Planning Commission on December 2006. The Commission directed <br />staff to take the ordinance out to the community in the form of neighborhood meetings <br />and also conduct outreach to the homeowners associations in Pleasanton. However, due <br />to time constraints and the impact of other projects, these outreach meetings have not <br />occurred as of yet.” <br /> <br />Mr. Frost understood staff’s concerns about time constraints but did not recall that being the <br />directive coming out of that meeting. He remembered that the Planning staff was supposed to go <br />to the homeowners associations to examine the existing rules and to develop a better proposal for <br />the ordinance within the City. He did not recall community and outreach meetings as being part <br />of the recommendation.
