that should be removed. He hoped that both staff and the Planning Commission recognized that
a fee should not apply to dead trees or trees not in good health that are being removed as this
would help in promoting a healthy woodland condition.

Acting Chairperson Blank preferred that the dead trees be replaced elsewhere.

Commissioner Pearce noted that it would be preferable to see the details of the tree report.

Mr. Hirst noted that Dr. Yee wished to address gates and vineyards and added that they wished
to do the least possible grading possible.

Commissioner Olson noted that he had seen larger homes approved with a high level of LEED
points.

Mr. Hirst noted that large solar panels would result in greater visibility of the homes and added
that Mr. Gorney would be very careful in mitigating those impacts.

Dr. Yee noted that he was very concerned about fire safety on the site and included a vineyard to
mitigate the fire hazard in the area. He identified the M.T.O. proposal as another project where that would be informative.

Ms. Decker noted that in speaking with the Traffic Engineer, there was no set standard at this
point; such a safety analysis was addressed on a case-by-case basis.
PLANNING COMMISSION MINUTES, October 10, 2007 Page 19 of 21
