Commissioner Narum agreed with Commissioner Olson’s suggestion and believed that one of <br />the entries should be eliminated. She did not believe an eight-lane Foothill Road would be <br />acceptable, and she was very concerned about speed and safety issues on that road. <br /> <br />7. What information will the Planning Commission wish to see to assist its decision upon <br />the question [of approval]? <br /> <br />Commissioner Narum anticipated that the necessary information would be included in the <br />detailed conditions of approval that range from the adequate visuals and adequate design and <br />landscaping guidelines that would minimize the visual impact of the development on the hill, as <br />was provided in the Oak Grove guidelines. She trusted staff to obtain the appropriate fire <br />management, wild animal management, and fire prevention plans. <br /> <br />Commissioner Olson believed that people living on the other side of Foothill Road tend to have <br />eastward views. He would like to have adequate visuals that portray the actual house sizes. He <br />would also like to see several alternative solutions for entering and exiting the development and <br />have a traffic safety analysis that would look at how the design of Foothill Road changes with <br />the alternative entries. He would also like to see a deceleration mechanism into the site for <br />safety. <br /> <br />Acting Chairperson Blank would like to see a traffic safety study and would consider a detailed <br />landscape plan to be a key element. He would like to see a lot of trees, and if trees were to be <br />removed, he would like them to be replaced elsewhere on the site. He would prefer to see the <br />project to do more than the minimum required for green building points and other environmental <br />issues. <br /> <br />Commissioner Pearce agreed with Acting Chairperson Blank’s comments regarding a traffic <br />safety analysis. She indicated that she would be likely to overlook more minor deficiencies if the <br />minimum green building points were exceeded. She liked the architectural guidelines for the <br />Austin property and was confident the architectural team would do as good a job on this project. <br />She also like the colors and design of the Yee home. <br /> <br />Commissioner O’Connor agreed with the previous comments. He believed the design guidelines <br />should be very specific in terms of house sizes because these lots and building pads were very <br />large. He would like to see either a floor area ratio (FAR) or specific maximum square footage <br />on each house. Regarding the entries and exits, he suggested retaining Equus Court and <br />eliminating the other exit; he believed Equus Court had a better alignment, which would <br />eliminate the need to remove the trees for a deceleration lane. <br /> <br />13.
