DRAFT 3. Circulation Element <br />There are a few exceptions to the LOS standard that exists within Pleasanton. The exceptions are in <br />the Downtown Area and at the City of Pleasanton gateway intersections (i.e., constrained gateways). <br />These intersections may have a level of service below the level-of-service D standard if no reasonable <br />mitigation exists or if the necessary mitigation is contrary to othergoals and policies of the Citv. <br />The Doivntoavn S~ec~c Plan contains policies which emphasize the need to maintain a traditional <br />pedestrian friendly atmosphere with buildings constructed to the sidewalk, shade trees outdoor dining, <br />wide sidewalks, and street furniture. This overriding_~oal limits the extent that the intersections may <br />be widened and improved. For this reason the Downtown intersections are exempt from the LOS D <br />standard unless the City determines that improvements necessary to maintain LOS D are consistent <br />with the goals of the Doavntozvn S~eci~c Plan. <br />All traffic entering and leaving the Pleasanton circulation network flows through gateway intersections <br />~as listed in Table 3-4). These intersections are also key arrival points into the city where street design, <br />buildings, and landscaping are used to create an inviting entrance into Pleasanton. These locations <br />have been designed to accommodate the Pleasanton-based traffic but have experienced increased <br />volumes of cut-through traffic that impact the level of service. Mitigation measures can be used to <br />improve level of service. However, the loss of landscaping and significant road widening may result in <br />a loss of visual character and pedestrian convenience at these intersections. Improvements also may <br />encourage additional cut-through traffic, thereby reducing the effectiveness of the intersection <br />improvements and reducing the level of service downstream of these intersections. <br />The City also regulates traffic speeds within <br />Pleasanton. Traffic speed limits are established according to the California Vehicle Code and the Manual <br />o~ Uni orm Tra~fic Control Deuice.r which consider elements such as roadway type, capacity, prevailing <br />speed, condition, and accident rates.
