Circulation Element <br />Program 6.1: Provide setbacks, landscaping, frontage roads, soundwalls, and <br />other methods to protect adjacent land uses from safety, noise, <br />and air quality impacts associated with traffic on arterials and <br />freeways. <br />Program 6.2: Restrict truck traffic to designated truck routes, except when <br />trucks are making local deliveries (See Figure 3-13). <br />Program 6.3: Require all gravel trucks to use State Route 84 as the sole access <br />road to I-580 and I-680, except for trucks from gravel <br />operations that have direct access onto El Charro Road. <br />Program 6.4: Notify all residents and property owners who may be directly <br />affected by potential street closures and traffic re-routing in <br />advance of taking such actions. <br />Program 6.5: Mohr Avenue or Valley Avenue should not be used as a truck <br />route or primary access to industrial development to the east. <br />Program 6.6: Discourage residential driveway access directly onto residential <br />collector streets. <br />Adhere to City design standards fox streets in new developments. <br />Program 7.1: Incorporate City design standards for arterials, collectors, <br />neighborhood collectors, and local public and private streets as <br />part of the City's review of new developments. <br />Program 7.2: Provide more than one access road (including emergency vehicle <br />routes) to new developments, whenever feasible. <br />Program 7.3: Design complete streets serving pedestrians, bicyclists, <br />motorists, and transit riders of all ages and abilities, except where <br />infeasible. <br />Program 7.4: Prohibit new gated communities. <br />Program 7.5: Consider issues such as level of traffic, safety, vehicular noise, <br />visual quality, and related environmental issues when reviewing <br />new development adjacent to arterials. <br />Program 7.6: Design new streets and alterations of existing streets to preserve <br />the character and safety of existing residential neighborhoods. <br />Maximize traffic safety for automobile, transit, bicycle users, and pedestrians. <br />Circulation Element 012908 clean 3-47 Ciy Council 012908 <br />
