Commissioner Blank moved make the required conditional use permit findings and <br />approve PAUP-1, subject to Exhibit B, Conditions of Approval, of the staff report, as <br />recommended by staff, with the following modifications: (1) The use permit is limited to <br />the existing four chickens; a new use permit will be required for additional chickens; (2) To <br />attenuate the noise, the applicant shall plant fast-growing hedges around the coop, the <br />density of which is to be determined by staff; (3) The chickens may be allowed to roam <br />freely in the rear yard with supervision; the age of the supervisor shall be determined by <br />staff; and (4) Staff shall establish a mechanism for neighbors to call in their complaints, <br />and the use permit shall come back to the Commission in six months for evaluation and <br />review of any complaints. <br />Acting Chairperson Arkin seconded the motion. <br />Ms. Nerland asked for clarification of the limitation of the existing four chickens, given that it <br />would be difficult to identify the existing chickens in the future. <br />ROLL CALL VOTE: <br />AYES: Commissioners Arkin, Blank, Pearce, and Roberts. <br />NOES: None. <br />ABSTAIN: None. <br />RECUSED: None. <br />ABSENT: Commissioners Fox and Maas. <br />Resolution No. PC-2005-34 was entered and adopted as motioned. <br />EXCERPTS: PLANNING COMMISSION MEETING MINUTES, July 27, 2005 Page 6 of 6 <br />
