The proposed chicken enclosure encum- <br />bers less than one percent (<1%) of the rear yard area and is approximately 37 feet from <br />the nearest neighboring residential property. <br />PROJECT DESCRIPTION <br />The applicants request a conditional use permit to allow four (4) hens on their property to <br />be kept in a converted dog pen measuring approximately 7'(L) x 7'(W) x 4'(H) located <br />against the rear property line that is shared with the Pleasanton Sports Park. Please refer <br />to "Exhibit A," the attached site plan. No roosters are part of this project. <br />ANALYSIS <br />Fowl are a conditionally permitted use in single-family residential (R-1) districts pro- <br />vided the use is consistent with the provisions of Section 7.36.010 Miscellaneous Animal <br />Regulations (P.M.C. § 18.32.030(K)). "I'he Code prohibits the keeping or maintenance of <br />any animals in such manner, number or kind as to cause damage or hazard to persons or <br />property in the vicinity or to generate offensive noise, dust or odor. <br />Roy Ficken, the City's Senior Animal Control Officer, visited the subject site in response <br />to a call by a neighbor who expressed concerns related to the noise generated by the <br />chickens. During the visit by Officer Ficken and a subsequent visit by a Staff Planner, the <br />area within and surrounding the pen was found to be well maintained and tidy in appear- <br />ance, no offensive odors or dust were detected, and the chickens made a minimal level of <br />l«m 6 c .
