The <br />environmental impact report (EIR) on the Happy Valley Specific Plan had been prepared in tandem <br />with the Specific Plan, allowing mitigation for many environmental impacts to be incorporated into <br />the plan. This procedure resulted in an EIR which found adverse impacts in only a small number of <br />subject areas: land use, biology, and seismic safety. <br />The EIR on the Happy Valley Specific Plan (HVSP) was prepared by Mundie & Associates (M&A) <br />under the direction of Pleasanton staff: Mundie & Associates (M&A) is, therefore, familiar with the <br />site, the types and locations of development proposed under the plan, the plan alternatives, and the <br />environmental mitigation measures built into the plan. Because of our work on other Pleasanton <br />projects (e.g., the 1996 Genera] Plan and San Francisco's Bernal property project), M&A is also <br />familiar with the development and planning environment of the City. This background will be useful <br />in initiating work on further CEQA review of the Happy Valley Specific Plan without delay and in <br />completing an administrative draft for stafl'review more rapidly than might otherwise be possible. <br />Clarification of informational and process matters is needed before the consultant's scope of work will <br />be fully defined. These include: <br />1. Greenbriar's development plan. <br />The essence of Greenbriar's proposal has been described to us by staff, and Greenbriar has <br />followed up by providing a site plan for the residential development proposed for the Spotorno <br />Flat Area and a plan for the proposed (realigned) Bypass Road. We expect to seek additional <br />information from Greenbriar to fill out our understand of their project and its requirements. <br />2. Changes in the Happy Valley Specific Plan area since the adoption of the HVSP. <br />
