• Brian•Swift,
July 23, 2004
•Page 6
^ tree survey showing existing trees and proposed tree removal (also useful to biology
consultant);
^ landscape plan; and
^ floor plan and elevation drawings for proposed residential buildings.
With regard to floor plans, the request assumes that Greenbriar will design and construct
the units; i.e., this is not a lot sales program. If this assumption is in error, then an
alternative approach to determining the bulk and placement of structures for visual
analysis purposes will be developed.
Two technical analyses completed for the earlier EIR that will not be revisited are traffic and air
quality, as the changes resulting from the proposed site plan revision would be minor and not
significant.
Mundie & Associates would bring to this assignment outstanding and pertinent skills in CEQA
analysis. Support for the environmental analysis would be provided by technical consultants, with
whom Mundie & Associates has cordial and constructive relationships from previous projects.
• 1 Lead Consutlant
The CEQA effort proposed by the Mundie & Associates team would be directed by Roberta Mundie.
She has led dozens of CEQA projects, and has particularly sought challenging EIRs that involve
important community planning issues. In previous CEQA work for the City of Pleasanton - includ-
ing EIRs for the Genera] Plan, the San Francisco PUC's Bernal Property, and the Happy Valley Spe-
cific Plan -she has demonstrated skills in defining and analyzing alternatives, preparing cogent and
defensible documents, and responding to schedule challenges.
Ms. Mundie would be a principal contribution to the analysis, and principal author of the reports. She
will be assisted in the EIR by Suzanne Lampert. Ms. Lampert worked closely with Ms. Mundie on the
EIRs for the 1998 Happy Valley Specific Plan, the Pleasanton Genera] Plan, and the Bernal Property
(San Francisco PUC).
Billing rates for Ms Mundie and Ms. Lampert are $150/hour and $147.50/hour, respectively,
projected to increase in 1005 by approximately three percent. M&A is currently in the process of
recruiting a stafl'associate who might also participate.
The City is familiar with our stafT and our experience. We have not, therefore, included firm
qualifications or staff biographies. Please advise us if Greenbriar would like additional information:
we will be pleased to provide it.
Proposal Supplement to EIR, Happy Valley Specific Plan Poge 6
